Title continued: Which Have Declared Their Independence; and the Communications from the Agents of Such Governments in the United States with the Secretary of State, as Tend to Shew [sic] the Political Condition of Their Governments, and the State of the War Between Them and Spain. Dated March 8, 1822 ('Read, and referred to the Committee on Foreign Relations'; upper wrapper). Introductory letters by Monroe and Secretary of State John Quincy Adams; notable for Monroe's declaration of neutrality on the civil conflicts then occuring in both Colombia and Peru, as well as communiques from the various South American governmental representatives. Monroe (1758-1831), American statesman and 5th US President (1817-25); also notable as minister to France (1794), Secretary of State under Madison (1811) and also (briefly) Secretary of War (1814-15); administration best known for the policy of non-colonization of the European powers in the Americas (generally known as the 'Monroe Doctrine', 1823) and for the annexation of Florida (1819).
